
Francis is Honorary Professor at Queen Mary, University of London and the University of Birmingham and Visiting Fellow at Kellogg College, University of Oxford having previously held full chairs at Birmingham and Roehampton universities and posts at Oxford and Cambridge. Francis holds the MPA and PhD in public policy from Warwick and an MSc from London (SOAS).
He has published over a million words in academic journals, think tanks, policy reports and journalism. This has included cited studies focused on public service reform, public service leadership, social care and trauma in Rwanda and the UK.
In 2025 the Muslim Community Association gave him a national award for educational empowerment of Muslims by a non-Muslim.
A serial social entrepreneur, he has also co-founded over 40 innovative social ventures, generating millions in investment and creating hundreds of jobs. He co-chaired the Mayor of West Midlands Faith and Cohesion Summit. He has advised at the UK cabinet level.
A Zambian by birth with long standing interests in Southern Africa, he has served on commissions and projects of the Erste Bank Foundation, Mercy Corps International, Caritas International, the Buncher Inter-Faith Conference and focused on disability and mental health inclusion. He is currently a governor of the Chaldean Catholic University in Erbil, Kurdistan whose institutional mission is focused on positive community co-existence after genocide.
